The total number of Medical Memberships of Anthem Inc. increased from 42.62 million in Q3 2020 to 45.07 million in Q3 2021, marking a 5.74% growth on a year-on-year basis. It jumped by 1.64% as compared to 44.34 million in Q2 2021.
Both the Commercial & Specialty Business and Government Business segments offer a diverse range of managed care products, including PPOs, HMOs, standard indemnity benefits, and POS plans, as well as CDHPs, hospital-only plans, and limited benefit plans.
Medical membership increased in both the Government Business and Commercial & Specialty Business segments. The increase in medical membership in the Government Business division was driven by organic growth in Medicaid business, due to the temporary suspension of eligibility recertification procedures in markets in response to the COVID-19 epidemic, as well as acquisitions and growth in Medicare business.
Medical membership in the Commercial & Specialty Business segment increased due to growth in self-funded business, which was largely offset by losses in fully-insured Local Group membership due to unfavorable in-group changes as a result of higher unemployment induced by the COVID-19 pandemic.

Total Commercial & Specialty Business
The Commercial & Specialty Business area includes Local Groups, National Accounts, Individuals, and Specialty Businesses. The Commercial & Specialty Business segment’s business units offer fully insured health products as well as a variety of managed care services to self-funded customers, including claims processing, stop-loss insurance, provider network access, medical cost management, disease management, wellness programs, underwriting, actuarial services, and other administrative services; and specialty and other insurance products and services, including dental, vision, and life insurance.
The majority of Anthem Inc.’s revenue is generated through the Total Commercial & Specialty Business segment, accounting for 67% of the company’s revenue in Q3 2021, amounting to 30.25 million. It grew by 0.56% compared to 30.08 million earned in Q3 2020, and by 0.19% compared to 30.19 million in Q2 2021.
Total Government Business
Medicare and Medicaid enterprises, National Government Services (“NGS”), and services supplied to the federal government in accordance with the FEHB program are all part of the Government Business segment. Medicare Supplement plans, Medicare Advantage, including Special Needs Plans, Medicare Part D, and dual-eligible programs through Medicare-Medicaid Plans are all part of the Medicare industry. Medicare Advantage members in Anthem Inc.’s Group Retiree Solutions business who are tied to National Accounts retired members of Local Group accounts, or retired members of groups who are not affiliated with their Commercial accounts have chosen a Medicare Advantage product.
Managed care options are provided through publicly funded healthcare programs such as Medicaid, ACA-related Medicaid expansion programs, Temporary Assistance for Needy Families programs, programs for seniors and people with disabilities, Children’s Health Insurance Programs, and specialty programs such as long-term services and support, HIV/AIDS, foster care, behavioral health and/or substance abuse disorders, and intellectual disabilities. NGS is a Medicare contractor for the federal government at a number of locations across the country.
Anthem Inc.’s number of Medical Memberships from the Total Government Business segment increased from 12.53 million in Q3 2020 to 14.82 million in Q3 2021 by 18.27% growth on a year-on-year basis.
